Through the Organization of American
States (OAS) and the Inter-American Development Bank (IDB), Expertech
Solutions has supported multiple international projects,
serving electoral and legislative bodies in El Salvador,
Peru, Ecuador, Colombia, Guatemala, Honduras, Belize,
and the Dominican Republic, and recently, performing
an assessment of the academic and administrative processes
of the University of El Salvador.
El Salvador, Ecuador, Honduras, Peru, Belize:
Managed the OAS UPD teams that participated in the modernization efforts of Electoral
Organizations such as the Tribunal Supremo Electoral of El Salvador, Ecuador, Honduras;
the Jurado Nacional de Elecciones (JNE) and the Registro Electoral of Peru; and
the Electoral Boundary Commission of Belize.
Belize, Honduras, Peru: Managed the data cleansing
and normalization of electoral registries databases (padrones electorales).
Determined requirements and developed a model based on several of electoral
registry systems. Identified components and developed a prototype system to
demonstrate its validity.
Belice, Honduras, Guatemala, Peru, Panama:
Assessed architectures and infrastructures of Civil Registry systems and
determined alternative solutions to improve and enhance customer service.
Responsible for the designed, development, and implementation of the Electoral
and Civil Registry systems implemented in Belize and Guatemala.
These software systems are currently being adopted and fielded in other
countries of the Americas. Determined the feasibility of integrating the
Registry system with organization backend systems such as account receivables,
payables. Clean and consolidate Civil and voter registries (databases)
in Honduras.
Ecuador: Managed the initial studies for
developing the master plan for implementing the Ecuadorian Anticorruption
National Plan, a program sponsored by the Secretary of the Presidency of
the Republic. Assessed & determined the web technology to be use in the
development of the citizen web information system. Determined the infrastructure
and computing environment required to capture information across all the
states of the nation.
General Accounting Office of Colombia:
Managed the Expertech technical team that worked with the IDB business group
in developing the Master Plan for the modernization of the Contraloría
General de la República (CGR) of Colombia (General Accounting Office of
Colombia).
Guatemala: Analyzed
and provided recommendations for the modernization
of the Supreme Electoral Tribunal's computing
infrastructure. Conducted a diagnostic study of the information
system of the National Registry of Laws.
Dominican Republic, Ecuador, El Salvador
and Peru:
Audited the electoral computing systems in several presidential
elections; including the 2000 Peruvian election, and
municipal elections which, based on our recommendation,
nullified the reelection of President Alberto Fujimori.
El Salvador: Developed
an information and communications modernization
Master Plan for the Legislative
Assembly.
Ecuador and Honduras: Performed
diagnostic studies for the modernization of information
systems used by their
national legislatures.
Andean Parliament, Central American
Parliament, Inter- Parliamentary Forum of the Americas,
and Mercosur: Designed
and developed legislative information portals.
National University of El Salvador:
Developed the Information Communication Technology Master Plan for the
modernization of the University of El Salvador. Managed the technical
team responsible for performing a diagnostic of the current enterprise
architecture (As Is), determined business needs and performed a requirement
analysis for the future system (To Be), conducted a gap analysis and
developed a Master Plan for implementing the To Be system.
