On October 7, 2005 the Deputy Secretary of Defense signed a memorandum establishing the Defense Business Transformation Agency (BTA). This new agency's mission is to transform business operations to achieve improved warfighter support while enabling financial accountability across the Department of Defense. The Agency is specifically responsible as a corporate level service organization for the DoD, accountable for successful definition and execution of DoD-wide business improvement initiatives and system investments.

The BTA’s mission is to guide the transformation of business operations throughout DoD and to deliver Enterprise-level capabilities that align to war-fighter needs. Contract performance shall primarily occur at BTA, Crystal Mall #3, 1851 South Bell Street, Arlington, VA 22240; The Pentagon and other CONUS locations as required. All provisions of DoD 5220.22M and its supplements apply.

Expertech is expected to provide the necessary personnel, expertise, and
related services required to independently verify and validate all of the
BTA system integrators' system development and lifecycle (SDLC) activities,
including but not limited to: program management, design, requirements,
architecture, configuration, quality assurance, integration, training,
deployment, and related documentation required to meet the Army's BTA
program objectives.
